[Softwarelibre] Venezuelan public sector transition

Hello,

I am an independent journalist, specializing in free and open source software. 
Currently I am writing an overview of government initiatives for FOSS; it is 
to be published on CNews.RU, a major Russian IT Internet portal.

The Internet has many reports that Venezuela has started a public sector 
transition to "software libre" in early 2006. However, I could not find any 
reports on progress. A year and a half has passed; surely something has been 
achieved? 

I would really appreciate any information on the current state of  events. I 
am trying to ask in several lists (only free software ones of course) just to 
get the widet possible set of opinions.

Unfortunately I do not understand Spanish... English and Russian only.
